About the solution

What exactly does Observatório de Gestão do?

It monitors Brazil’s official federal databases every day (CAUC, Transferegov/SICONV, parliamentary amendments, the Federal Official Gazette, FNS, FNDE, PAC, BNDES, IBGE), keeps the history of each public entity and turns all of it into alerts, a funding matrix, compliance tracking and accountability reporting with ready-made reports.

Is the data reliable?

Yes. It comes exclusively from official public sources, collected by automated, auditable routines, with the reference date visible in every snapshot.

Do I need to install anything?

No. It is 100% web-based (painel.observatoriogestao.com.br), with sign-in by password, Google, Microsoft or digital certificate.

How soon can I start using it?

Access is granted on the same day the contract is signed. Assisted onboarding (setting up users and permissions) takes place in a single remote session.

Contracting and payment

How does a municipal government contract the service?

Through a procurement waiver (the City Plan fits within the annual threshold) or through sole-source procurement (a patented, exclusive solution). The commercial proposal provides enough inputs (technical description, exclusivity/patent, price sheet, schedule) to support the entity own team throughout the procurement process — invitation to bid/terms of reference, preliminary technical study, risk analysis, legal opinion — as detailed by the entity itself. See How to contract.

Can I pay monthly?

Yes. The term is 12 months, with monthly or annual payment (annual comes with a discount). Bank slip (boleto), PIX or card through Asaas.

Do states and consortia have a fixed plan?

No — the scope varies with the number of entities. Request a proposal and we reply within 2 business days.

What happens when the subscription expires?

Access is suspended automatically at the end of the term (or, in the case of non-payment, after the grace period). The data stays available for export for 90 days.

Accredited consultants

How does the Consultant Plan work?

It is a partner programme with no price of its own: the accredited consultant keeps the annual City Plan subscription (R$ 65,000.00, BRL), payable in up to 12 installments, and earns 10% cashback on the cost of that subscription for every city referred and contracted — with ten cities, the annual subscription cancels itself out. From the 10th organisation contracted through a referral onwards, the consultant starts being paid 20% of the revenue. See the partnership breakdown.

Does the Consultant Plan include multi-company access?

No. The consultant account is nationwide, as an accredited partner. Multi-company access — several units or entities under a single contract — belongs to the Municipal Consortium and municipal (City Plan) plans.

What does accreditation include?

Reports under your own brand, training tracks and priority support, on top of the partnership earnings. Documentation is reviewed within 5 business days. See Accreditation.

Security and privacy

Who can see my municipality’s data?

Only the users authorised by your organisation, within the territory released to them. Access is denied by default and every action is logged.

Do you comply with the LGPD?

Yes. See the Compliance Portal, the Privacy Notice and the LGPD (Brazilian data protection law) requests channel.
