The origin
Observatório was born from a real pain of public administration
Out in the field, serving municipalities and public bodies, the EBAEM team saw the same scene repeat itself in municipalities of every size. The information was public, it was available — and nobody had the time to look at it every day.

The technology behind Observatório de Gestão is under patent protection with the INPI (the Brazilian patent office) and is sold exclusively by EBAEM. The application details and the declaration of exclusivity come with the commercial proposal. It is this condition that opens the sole-source procurement route to the public entity, in addition to the value-based waiver.

The commercial proposal brings together the necessary inputs — technical description of the solution, proof of exclusivity and patent, price sheet and schedule — so that the entity own team can run the procurement process (invitation to bid/terms of reference, preliminary technical study, risk analysis and legal opinion) according to its own requirements.
