Consultant Plan
Accreditation only, with no price of its own: the consultant keeps the annual City Plan subscription, payable in up to 12 installments, and earns 10% cashback for every city they refer that signs up — with ten cities, the annual subscription cancels itself out. From the 10th organisation contracted through their referrals onwards, that becomes 20% of the revenue. Nationwide reach as an accredited partner; the consultant’s account does not include multi-company access.

How does a city hall contract without a public tender?
Through a procurement waiver (dispensa de licitação) — the City Plan fits within the annual limit of R$ 65,000.00 (BRL) — or through sole-source procurement (inexigibilidade), since the solution is patented and sold exclusively by EBAEM. The commercial proposal includes the technical description, proof of exclusivity and patent, prices and schedule: sufficient inputs for the public entity’s team to run the entire process (notice/terms of reference, preliminary technical study, risk analysis and legal opinion) according to its own specifications. Do I need to install anything?
No. The platform is 100% web-based (painel.observatoriogestao.com.br), with login by password, Google, Microsoft or digital certificate. Access is granted by role right after contracting.
Where does the data come from?
Exclusively from official public sources — CAUC (Tesouro Transparente), Transferegov/SICONV, Portal da Transparência, FNS, FNDE and the Federal Official Gazette (DOU) —, collected by automated, auditable routines, with a visible reference date on every snapshot.
How soon can I start using it?
Access is granted on the same day the contract is signed. Assisted onboarding — user registration and territorial permissions — takes place in a remote session with our team.
